Order on Appeal No 1275-08-2021 Syed Ibrar Hussain Shah Kazmi Vs Postal Life Insurance

The brief facts of the appeal are that Mr. Syed Ibrar Hussain Shah Kazmi states that he is holding insurance policy no. CLW 17961-PR and since 2008 is regularly depositing the instalments in the insurance fund of the post office as per Insurance Fund Rules. He alleges that from 1.6.2021 onwards the GPO, Islamabad nor Postal Life Insurance is accepting the instalment, instead the Allied Bank (Pvt) Limited is accepting it through Special Deposit Slip in Account No. 0020079303070038.
The appellant through letter dated 30.06.2021 addressed to the General Manager, Postal Life Insurance, Peshawar has asked for the provision of the agreement or MOU signed between the parties or any other document in this regard, under the Right of Access to Information Act, 2017 read with Article 19A of the Constitution of Islamic Republic of Pakistan, 1973.

Feeling aggrieved for the non-provision of the information within the stipulated frame of time provided in the Act, he filed appeal dated 20.08.2021 before the Pakistan Commission on Information.

The respondent organization along with the reply has provided the detail to answer the query raised by the appellant. The appellant has expressed his displeasure but has failed to point out specifically the deficit in the delivery of the information. He has objected that he is not satisfied with the response but does not raise the points that remained unaddressed. Mere expressing dissatisfaction without any plausible reason justifying the dissatisfaction cannot be entertained by the Commission.

The appeal has borne fruit, hence does not call for any further interference by the Commission.
