This commission has held through different detailed judgements that educational records and experience certificates available with public bodies pertaining to its employees are public records. A government employee is posted against certain qualifications and it is in the interest of the transparency that any citizen can see these records as these employees get salaries through their taxes. So, they have the right to know that the recruitment process is transparent, employees are posted in accordance with the qualifications of the posts.
The fact that the Respondent has taken considerable time in locating the requested educational records shows that the records are not being kept properly.
