In the instant case, it is observed that the point raised does not related to an information but only a question which does not constitute an “information” within the meaning of RTI Act, 2017. Therefore, the appeal does not lie within jurisdiction of Pakistan Information Commission, hence, does not merit consideration.”
According to the written reply furnished by FPSC General Instruction are not rules but instructions for stream lining the process of general recruitment, hence are not rules. Therefore, request of the appellant being satisfied except request about general instructions which are not rules.
