The appellant has expanded the appeal manifold as compared to his request. The public body has comprehensively and properly answered each and every item of the request and provided the copies of all the documents mentioned in the response.
The appellant cannot be permitted to supplement the appeal with additional requests and to further expand the number of the public bodies.
