FBR sought exemption on the grounds that information about total number of sanctioned posts, total number of employee’s male and female ratio of employees and total number of transgender and disabled employees would reveal confidential source of information. The commission maintained that mere referral to an exemption clause did not constitute justifiable reason for withholding information from disclosure.
